The idea resurfaces with the regularity of a tide: a sixth borough, assembled from water — ferries, piers, the archipelago of small islands that already carry a city\u2019s infrastructure and almost none of its residents. It is usually proposed as a joke and always discussed as a provocation. We decided to take it literally.
A cartographer points out that boroughs are legal fictions, which is precisely why they work. A planner notes that the only missing ingredient is housing, and that the water is the one place the city has room to build at scale without displacing anyone. A ferry captain, who has spent twenty years reading the harbour, notes drily that the schedule would finally be the thing that matters most.
A borough is not a place. A borough is a promise that your address will be taken seriously.
None of them believes it will happen this decade. All of them, separately, admitted they would move there. Which, in its way, is the whole argument.
